By "underrated", I'm not referring to the exact definition of the word. I'm only referring to movies which in my opinion didn't, or haven't got the attention they deserve. I also base it on my own personal experiences, with people I've talked to about movies over the years.

1. Little Manhattan (2005)

A 10-year-old and an 11-year-old find love in New York City.

I've seen my share of romantic comedies over the years, where most of them basically sucked (big time). But this is a very sweet movie, which is dealing with a topic everyone can relate to. It is also very witty, where we get to see the whole story from the perspective of a 10 year old boy who's in love, and it hit's it very accurately.
2. Cheaters (2000 TV Movie)

Eleven students conspire with their teacher to cheat on an academic competition.
The story the movie tells is actually very simple, but the movie is more about moral and ethics and the persons involved in it. It is also a very good role for Jeff Daniels, where he is very convincing as Dr. Gerald Plecki, and gives a very emotional performance. I like this movie a lot, having watched it many times.
3. ...and justice for all. (1979)

A lawyer is forced to defend a guilty judge, while defending other innocent clients, and trying to find punishment for the guilty and provide justice for the innocent.
Having a look at Pacino's early career, where movies such as 'The Godfather 1 & 2', 'Serpico', 'Dog Day Afternoon', 'Scarface' etc. got all the attention, I think this is an overlooked gem. Pacino gives a very good performance as the lawyer with a lot of crazy clients, who has to make a lot of crazy decisions in a very crazy law system. In my opinion, this is a better movie than Dog Day Afternoon and Serpico.
4. The Descent (2005)

I'm not usually a fan of scary/horror movies, but this one is very different. The movie is mostly based in caves due to it's story, which creates a very uncomfortable and claustrophobic atmosphere, and that itself should be enough to make you wanna watch it. It is not a masterpiece, but it is effective.
6. The Crying Game (1992)

This is a movie that didn't get a lot of attention. I know it won a lot of prizes and such, but if you compare it to the attention a movie such as 'Super Size Me' and most of Michael Moore's movies got, you get the picture. This is a very good documentary, which main topic is steroids. But, in this case, the director knows a lot about the topic, has family involved in it, and obviously (because of that) is very emotionally involved in it. It is also about performance enhancing drugs in general, and the whole hypocrisy about it.
12. The 'Burbs (1989)

14. The Game (1997)

This movie sort of got the same treatment as 'And Justice for All'. The movie sort of drowned in the succes of Finchers 'Se7en', plus the movie wasn't really marketed that well. I think it's sad, 'cause here we've got a very interesting and special movie on our hands. It is a very exiting movie, with many twists and surprises. It is one long rollercoaster ride - hurry up and jump on board.
15. Donnie Brasco (1997)

In a world where movies such as 'The Godfather trilogy', 'Goodfellas', 'Casino', 'Unce upon a time in America', 'Scarface', 'Mean Streets', The Untouchables' are being listed as the best gangster movies ever, I think 'Donnie Brasco' is a truly underrated gem. In my opinion, it is better than all the other gangster movies I've mentioned. Maybe because it relies more on the whole situation about Donnie's life with the mob vs. his life with his family and the difficulties it brings. It doesn't have scenes with Joe Pesci being a psycho, saying *beep* every 5 seconds and stabbing people to death with a pen. But it has a great script and great actor performances.
16. 25th Hour (2002)

A lot of people has compared this movie to 'The Matrix', and it is very understandable why. But, I think this is better than Matrix - way better. It brings up a dilemma, where a society has been created which doesn't allow feelings. Because of this, crime rate has fallen, because people can't feel anger, hate etc., but on the other hand they can't feel love and be emotional. As Mary ask Preston in a scene: "Why are you alive?", he answers "I'm alive... I live... to safeguard the continuity of this great society. To serve Libria.", to which she says "It's circular. You exist to continue your existence. What's the point?"

To hell with movies such as 'Taken' and 'Lilja 4-ever'. If you really want to see a film that deals with human smuggling and sex slavery, and at the same time is mean, disgusting and very detailed about it, then you should see this movie. I know it's just a TV movie, but it still has actors such as Robert Carlyle, Donald Sutherland and Mira sorvino in the cast.
